Public Library Advisory Board By-Laws
Section 2-191: PURPOSE
The Board of Trustees of the Library is an
advisory body whose purpose is to render advice and counsel to the Library
Director and the City Manager and local funding governing bodies concerning
the operation of, and services offered by the Library and its branch
operations.
Section 2-192:
MEMBERSHIP
The Library Board shall be composed of ten
members, appointed by the City Council and Mayor as follows:
One member appointed
from each of the six wards of the City.
Three members
appointed from the City at large by the Mayor.
One member of the
Youth Council.
In addition, the presidents of the Friends of
the main and Ridgeview branch libraries shall serve on the Board in an
advisory capacity only.
Each member of the Library board shall serve
for a term of three years; provided that the term of any member appointed from
the several wards of the City shall expire upon such member moving his
residence from the ward from which he is appointed; provided further, that the
term of any member appointed from the City at large shall expire upon such
member moving his residence from the City; provided that the Youth Council
shall be appointed for one year terms.
Section 2-193: MEETINGS
The Board meetings shall be held quarterly
upon proper advertisement or more if agreed by a majority of the members of
the Board.
Section 2-194: OFFICERS
(a)
Officers of the board shall be elected at the regular July meeting, and
shall be as follows; chairman; vice-chairman and secretary.
In case of a vacancy, the board shall at the next meeting, elect a
member to fill the unexpired term.
(b)
In the absence of the chairman from a board meeting, the vice-chairman
shall preside.
(c)
The chairman of the board shall preside at all meetings, appoint all
committees, authorize calls for special meetings, and generally perform the
duties of a presiding officer.
(d)
The secretary of the board shall keep a true and accurate account of
all proceedings of the board meetings; shall issue notices of all regular
meetings, and on the authorization of the chairman, of all special meetings;
shall have custody of the minutes and other records of the board; shall notify
the appointing body of any vacancies on the Board.
Section 2-195: COMMITTEES
Special committees for the study and
investigation of special problems may be appointed by the chairman, such
committees to serve until the completion of the work for which they were
appointed.
Section 2-196: QUORUM
A quorum for the transaction of business
shall consist of a majority of the members of the board.
Section 2-197: ORDER OF BUSINESS
The order of business at the regular meetings
shall be as follows:
(1)
Call to order;
(2)
Approval of minutes (either read or previously read);
(3)
Report of Library Director;
(4)
Report of Committees;
(5)
Unfinished business;
(6)
New business;
(7)
Adjournment.
Section 2-198:
AMENDMENTS
These bylaws may be amended at any regular
meeting of the board with a quorum present, by a unanimous vote of the members
present, provided the amendment was stated in the call for meetings.
