Community Services PACT

Sgt. Keith Yoder has been with Hickory Police Department since 1994 and supervises the Community Services P.A.C.T. His experience includes supervision of BAKER in the city and has served as D.A.R.E. instructor and School Resource Officer for three years. Sgt. Yoder was promoted to sergeant in 2002 and assumed the responsibility of operations of Community Services in January 2008.
The Community Services PACT has four officers who work in Hickory’s public schools.

Master Police Officer Paul Murphy is the School Resource Officer at Northview Middle School.

Police Officer Matthew Rosenbalm is the School Resource Officer at Grandview Middle School.

Master Police Officer Ericka Heath is the School Resource Officer at Hickory High School.

Master Police Officer D. J. Morris is the School Resource Officer at Catawba Valley High
Together these officers rotate their duties to cover Hickory’s elementary schools. One of their core responsibilities is instructing the Drug Abuse Resistance Education (D.A.R.E.) program to approximately 450 sixth grade students. The curriculum stresses violence and gang prevention in addition to drug resistance.
The Community Services PACT conducts approximately 150 speaking engagements each year, reaching approximately 3000 people. Topics range from self-defense for women, to violence in the work place, to safety issues for children.
The Community Services PACT is available to the public 24 hours a day, seven days a week. The PACT is very adept at accommodating and tailoring any needs or requests from members of our community. Services available include, but are not limited to, industrial and residential security surveys, Community Watch programs and tours of police headquarters. Hickory Police Department began a Citizen Police Academy in March of 1997. This Academy allows members of the public to become familiar with their police department. Two sessions are held each year, with two-hour classes on Thursday evenings for twelve weeks. Topics include patrol techniques, community policing, criminal investigations, and firearms among others. Explorer Post #392 is a community based youth organization for young adults ages 14-20. Explorer Post #392 meets the third Thursday of each month at 7:00 p.m. at police headquarters. Sergeant Yoder serves as the Post Commander.
